The Association of the Gaming Industry in Bulgaria (AGIB) conducted a survey among industry representatives to outline the key expectations, trends, and challenges the sector will face in 2025. The results reveal a complex picture of a rapidly changing environment, where regulatory requirements and digitalization will play a crucial role.
Survey data indicate pessimistic expectations regarding the sector’s financial performance: 75% of participants foresee a decline in revenues, while 25% expect current levels to be maintained. No respondent expressed optimism for revenue growth. At the same time, 75% noted that regulatory changes in 2024 would negatively impact their operations, and 50% identified new regulations as the leading trend for the following year.
Digitalization and the development of online gaming also stand out as key industry factors, with 25% of respondents highlighting them as major trends. This aligns with expectations for growth in the online segment – 25% predict significant growth, while another 25% expect moderate expansion.
The biggest challenges for 2025, according to respondents, are linked to regulations (25%), rising fees and licensing requirements (25%), and difficulties in attracting and retaining customers (50%). In this context, land-based gambling faces serious obstacles, as 100% of participants anticipate a decline in interest in physical gaming halls.
Survey participants proposed concrete measures to improve the regulatory framework, including drafting an Ordinance on distance measurement; removing playgrounds, kindergartens, and universities from the scope of the Gambling Act; reducing regulations and amending the Gambling Act; and introducing more precise and well-considered legislative changes that do not take effect during active licenses.
Regarding international factors that could influence the Bulgarian market, respondents highlighted the development of artificial intelligence and automation (50%), as well as new payment technologies (50%). As for promoting the industry, respondents unanimously agreed that networking events and international exhibitions remain sufficient for expanding market reach.
The AGIB survey outlines a year of challenges and transformations for Bulgaria’s gaming sector. Despite expectations of declining revenues and increased regulatory pressure, digitalization and innovation present opportunities for adaptation and sustainable growth. AGIB will continue to monitor market dynamics and work towards improving the regulatory environment to support the industry’s long-term development.
