MPs from GERB-UDF and MRF submitted to the registry of the parliament a proposal to amend the Gambling Act. The changes were presented at a joint briefing by Temenuzhka Petkova and Yordan Tsonev. They note that online gambling organized by operators without a license is widespread. This causes significant damage to both players who do not have the protection of their rights and the revenue side of the budget because the fees due by law are not paid. Therefore, they propose a ban on access to websites that organize illegal gambling, as well as payments to such pages.
From 50 000 to 200 000 BGN is the fine provided for undertakings for public electronic communications networks and services which provide access to websites for the organisation of gambling by operators without a licence. The same fine also threatens payment institutions for making a payment intended to participate in an online gambling game to and from operators who do not have a legal license.
The bill prohibits gambling advertising in television, radio, online and print media, as well as on the facades of public buildings. According to the proposal, only advertising on billboards that are at least 100 meters from schools, as well as on the facades of gaming halls and casinos, is allowed.
Another restrictive measure is gambling games with slot machines and in a casino to be organized only in settlements with over 5,000 inhabitants. Exceptions are national resorts and population places no more than 30 km from road, railway, river border crossings.
It is proposed to change the distribution of funds collected from the contributions for socially responsible behavior that gambling organizers owe – half of the funds received to be provided to the Ministry of Health for gambling addiction treatment programs.
